The toolkit contains four tools:

#1 Lowest Cost Compliant Offer (Simple Procurement). This is the simplest evaluation method. Offers that meet the mandatory requirements compete on cost alone.

The next three tools use the value for money ratio (value is scored and divided by cost). The value for money ratio is recommended for most procurements. The three tools each use a different system for scoring the value of desirable requirements, ranging from simple scoring to more complex scoring and weighting.
