Follow these steps to evaluate social procurement offers
Review the invitation documents and evaluation plan to identify evaluation criteria for social procurement.
Follow the evaluation method, outlined in Step 5: Plan for social procurement evaluation.
Consider how the response to each objective/outcome:- explains how it will achieve the social and sustainable outcomes (e.g. have they made social procurement commitments to deliver these outcomes?)
- explains how it will track and report on delivery of the social and sustainable outcomes
Clarify the social procurement commitments of the preferred suppliers. This will ensure there is shared understanding about what is being offered by suppliers. You may need to negotiate an increase in the commitments being made to progress certain social or sustainable outcomes. Following this, you will be in a better position to finalise the social procurement scoring.
Once you have completed negotiations with the preferred supplier, document the agreed social procurement commitments.
Buyers document these commitments in the Social Procurement Commitments table, which forms part of the agreement between the State and the supplier (see Social procurement model contract clauses).
Buyers should include a schedule of reporting in the contract with the supplier. To monitor performance, buyers can set up a report in the Victorian Management Centre (VMC) by putting in social procurement metrics and commitments to be reported against.
The VMC can build reports outlining progress towards these metrics and commitments. Suppliers can produce these reports to maintain records showing that they are meeting the targets (e.g. employment targets) in their contract, which the supplier may need to produce in the case of a review or audit.
