The Victorian Government's goods and services procurement policies apply to:

  • Departments, specified entities including VGPB expansion agencies from 1 July 2021
  • Victorian Public Sector Commission
  • offices or bodies specified in section 16(1) of the Public Administration Act 2004
  • Administrative Offices established in relation to a department under Section 11(a) of the Public Administration Act 2004

VGPB expansion agencies

The VGPB expansion applies to agencies that are subject to the standing directions (with some exceptions).

The VGPB expansion will take effect from 1 July 2021. Agencies will need to align with VGPB policies by 30 June 2022.

This list is current at last review date.

Exemptions

The Minister of Government Services has declared the following entities exempt from the goods and services procurement policies:

  1. a university within the meaning of section 1.1.3(1) of the Education and Training Re¬form Act 2006;
  2. a ‘public hospital’ as defined in the Health Services Act 1988;
  3. a ‘health or related service’ as defined in the Health Services Act 1988;
  4. a‘health or related service’ as defined in the Health Services Act 1988;
  5. an incorporated committee of management - excluding Phillip Island Nature Park Board of Management Inc;
  6. a ‘Class B cemetery trust’ as defined in the Cemeteries and Crematoria Act 2003;
  7. a ‘registered unit’ as defined in the Victoria State Emergency Service Act 2005; and
  8. a ‘volunteer brigade’ as defined in the Country Fire Authority Act 1958;
