Commercial model

A management fee applies to purchases made through the Geospatial data and analytics panel. Further information is available to registered buyers.

DTP facilitates panel engagements from scoping through to project delivery. Procurement activities follow goods and services procurement policies and processes, with suppliers contracted by DTP on behalf of the buyer.

- This contact requires the buyer to sign the Partner Agreement with DTP. This agreement covers deliverables, roles, funding and applicable GDA service charges, as agreed in step 1. The buyer who signs the Partner Agreement must have the financial delegation to enter in the agreement.
- DTP arranges payment to the supplier upon completion of milestone deliverables in accordance with the contract.
- DTP works with the buyer to prepare the Request for Quote and issues it to appropriate panel suppliers through VendorPanel.
- DTP facilitates all supplier communications and keeps the buyer informed.
- Supplier submissions are evaluated jointly. The evaluation panel should consist of the buyer’s representative to provide subject-matter insight while DTP manages the evaluation process and ensures compliance with GDA panel.
- Once supplier recommendation is approved by DTP’s financial delegate, DTP prepares the Work Order under the Panel's Master Services Agreement (MSA) and issues a Purchase Order to the supplier.
- Upon issuing the Purchase Order, funding is transferred from the Agency to DTP.
a. Project management and contract management
- DTP remains involved to support contract management - monitoring deliverables, tracking progress, receipting invoices, coordinating variations, and ensuring reporting aligns with Panel requirements.
- The buyer remains engaged while DTP maintains consistency and oversight.
b. Project closure
- Depending on the project category, once the supplier has completed the work, DTP facilitates all required quality assurance to confirm deliverables meet agreed specifications.
- Project closure is then completed, with all documentation and final outputs formally transferred to the Agency.

How to seek an exemption

Buyers may request an exemption from using the Geospatial data and analytics panel in certain circumstances. Follow the exemptions process on Buying for Victoria. Exemption applications are evaluated on a case-by-case basis.

Please contact Geospatial data and analytics panel Business Engagement Team before proceeding with the Exemption Request Form, to ensure alignment on whether the request is within or outside the panel scope.
